The Dutch Bar Association of Brussels does not recognise specialisations. Emmanuel Jacubowitz is however authorised to mention his particular competence in constitutional and administrative law.

He has practised at the Brussels Bar since 1999. He holds a law degree from the Université Libre de Brussels, specialising in public law (1998), and a diploma in specialist studies in public law and administrative law from the same institution (1999).

He has also been trained in environmental law at the Facultés Universitaires Saint-Louis (1999).
As a lawyer, he practises in all branches of constitutional law and administrative law.

In addition to his legal activities, he gives courses in constitutional law and administrative law, in particular the function of the Belgian state, the position of state officials (the civil service), publicising government affairs in the wide sense, and administrative litigation, at the Ecole Nationale de Fiscalité et de Finances (College of Taxation and Finance).
He participates regularly in symposiums as a speaker on various questions of administrative law, in particular the law of the civil service.
The also takes a close interest in issues relating to the conditions for access and performance of the liberal professions, in particular that of the chartered surveyor, regarding which he acts as a speaker at conferences and as an author in articles.

As a lawyer, he advises his clients in all these matters and represents them before the administrative authorities and the upper and lower courts, the Council of State and Constitutional Court, and even the European Court of Justice.

He also contributes to the monthly review “Public administration”, specialising in constitutional and administrative law, and to the Bruylant publications.

He practises constitutional law and administrative law in Dutch, French and English.
