As a lawyer practising Belgian administrative law in a wide sense, Michel Kaiser specialises in the following fields: constitutional law, including litigation before the Constitutional Court, administrative law and litigation, including litigation before the Council of State, and in particular the law of elections, civil service law, the law of expropriation, the law of public contracts, public health law, including pharmaceutical and hospital law; education law and the law relating to foreigners.

He has been recognised by the French Bar association of Brussels as a specialist in public, constitutional and administrative law.

He has practised at the Brussels Bar since 1995 and holds a law degree from the Université Catholique de Louvain (1993) and a Master of Arts in European Community Studies from the University of Newcastle upon Tyne (1994).
Since June 2006, he has also been a member of the jurisdictional College of the Brussels-Capital region, the administrative jurisdiction performing the jurisdictional tasks devolved to the provincial college in the Brussels-Capital region (permanent delegation).

For eight years, in addition to his legal practice, he has been an assistant lecturer in the department of public law at the Université Catholique de Louvain. He regularly participates in training courses and symposiums in the fields associated with his practice specialising in administrative law.
He has written several articles, in particular in the fields of administrative law and litigation, the law of elections, the law relating to foreigners, the rights of man and public authority liability law. He is also the editorial secretary of the quaterly review “Administration Publique”, specialising in constitutional and administrative law.

As a specialist in administrative law, he is a member of the public law committee of the French Bar association of Brussels and performs certain tasks on behalf of the Association. He is also a member of the commission "Administrative Tribunals" of the O.B.F.G.

He chairs the Institute of Communication of the Brussels Bar. He is a winner of the Le Jeune et Janson speaking competition (Prix Le Jeune 1997).

He performs various roles in community affairs.

He practises in French and English.
