Dealing with Belgian administrative law in its wide sense, Xavier Leurquin offers consultancy, and deals with administrative disputes before the Council of State and all the other administrative jurisdictions, as a specialist in public contracts and medicinal law.

As a lawyer specialising in public contracts, he deals with contracts relating to public works, supplies and services, in both Belgian and European administrative law.

As a specialist in medicinal law, his expertise encompasses both prescription and non-prescription medicines, whether produced in Belgium or imported from the European Union.

In addition to the public contracts and medicinal sectors, he also provides consultancy and handles disputes in administrative law concerning joint municipal agencies and utilities, public companies, public health and social services, including pharmaceuticals, doctors and hospitals.

In constitutional law, he provides consultancy and handles litigation in constitutional law before the Constitutional Court.

He also practises European constitutional law and competition law before the European Court of First Instance and Court of Justice in Luxembourg, as well as fundamental laws before the European Court of Rights in Strasbourg.

He has been recognised by the French Bar Association of Brussels as a specialist in administrative law, constitutional law and European law.

He has been practising at the Brussels Bar since 1967 and holds a doctorate in law from the Université Catholique de Louvain (1967) and a bachelor’s degree in European law from the same university (1969).

He is the author of several books and articles in the fields of administrative law and commercial practice. He contributes to the public and administrative law volumes of the publishers Editions Bruylant.

He is past-president of the public law committee of the French Bar Association of Brussels. He is also a member of the TRENTEL group of the “European institutions” committee of the French Bar Association.

He is an honorary general rapporteur and member of the International League of Competition Law. As a lawyer specialising in public contracts, he is a member of the non-profit making organisation ESIMAP (centre for study, services and information concerning public contracts).

He practises in French and Italian.
