Laurens De Brucker
Lawyer - Public, Constitutionnal and Administrative Law; Environment, town planning and energy law Lawyer Xirius
Laurens practices almost all branches of public and administrative law, but mainly focuses on consultancy and litigation concerning (renewable) energy projects in an international law context. In this respect, he has particular expertise in wind energy law, including as the author of the handbook "De vergunning van windturbines in het Vlaamse Gewest", which was published in 2021.
In addition, he focuses on cases and procedures regarding project development, permits and planning and zoning in Flanders and the Brussels Capital Region.
Laurens advises both public and private sector clients and has a proven track record in representing clients before various administrative authorities, as well as before the Council of State, the Council for consent disputes and the civil courts.
He provides his services in Dutch, French and English.
In addition to his activities as a lawyer, Laurens is a PhD researcher in environmental law and energy law at the Leuven Centre for Public Law, where he is conducting doctoral research into the existence or non-existence of a principle of climatological responsibility under the supervision of Professor Kurt Deketelaere. Given the human rights angle of this research and its supranational law dimension, he has the necessary expertise in European and international law.
Furthermore, Laurens is the author of several contributions to legal literature and not only a member of the editorial board of the journal Milieu en Energierecht (MER), but also a member of the editorial team of the journal STORM and a staff member of the journal Administration Publique.
Laurens obtained the degree of Master of Laws at KU Leuven in June 2014 and also holds a degree of Master of Intellectual Property Law (KU Leuven, June 2015).
He joined Xirius Public in October 2016 and is registered with the Dutch-speaking Bar Association at the Brussels Bar.
Laurens has been a partner at Xirius Public since January 2022.
